2021 Legislative Update
The 2021 Legislative Session has come to an end!  Below is a list of bills we were monitoring, a brief description and if they failed or passed.  Below is the full tracking report. 
PASSED
  • HB 146 - establishes an income tax credit for a stillborn delivery (Passed each chamber without any votes against.  Waiting on the Governors signature.)
  • HB 187 - authorizes nurse practitioners, clinical nurse specialists and physician assistants to order home health services (Passed each chamber without any votes against. Waiting on the Governors signature.)
  • HB 188- adds that an insurance company has the right to obtain a copy of a patients medical record (with patient authorization), for underwriting purposes (Passed each chamber without any votes against.  Waiting on the Governors signature.)
  • HB 197 - requires professional or occupational licensing boards to issue occupational licenses to the dependents of healthcare providers who relocate to Louisiana if certain conditions are met (Passed each chamber without any votes against.  Waiting on the Governors signature.)
  • HB 270 - updates and expands telehealth (Passed each chamber without any votes against.  Waiting on the Governors signature.)
  • HB 460 - creates the Rare Disease Advisory Council (Passed each chamber without any votes against.  Waiting on the Governors signature.)
  • HR 51 - Creates a study for compassionate release, medical treatment furlough and medical parole requirements. (Passed out of the House 71-8.  Sent to the Secretary of State for signature)
  • SB 133 - prioritizes health equity within LDH (Passed each chamber, two voted against in the House.  Waiting on the Governors signature.)
  • SB 155 - updates the Louisiana Social Work Practice Act  (Passed each chamber, House vote 85-17.  Waiting on the Governors signature.)
  • SB 229 - creates the Healthcare Employment Reinvestment Opportunity Fund  (Passed each chamber without any votes against.  Signed by the Governor and became ACT 109)
FAILED
 
  • HB 91 - authorizes Medicaid to use transportation network companies (i.e. Uber, Lyft) to provide nonemergency medical transportation services. (Failed in House committee)
  • HB 356 - requires LDH to regularly evaluate and report on the state Medicaid program (Failed in House committee)
  • HB 426 - provides for visitation of nursing home and assisted living residents by people designated as essential caregivers and compassionate care visitors (Failed in House committee)
  • HB 442 - puts into law the Governor’s executive order to allow physician assistants to practice without a supervising physician (Killed on final passage in the House, 39 to 39)
  • HB 447 -  allows employment of licensed ambulance personnel and non licensed providers of health-related services convicted of certain crimes. (Never heard in Senate committee)
  • HB 485 - creates the Medicaid Managed Care Authority and its powers and duties over the Medicaid managed care program (Never heard in House committee)
  • HB 495 - allows full practice authority for advanced practice registered nurses (Never heard on the Senate floor)
  • SB 137 - implemented Medicaid managed care for long-term supports and services (Turned into a study resolution and failed in Senate committee)
  • SB 176 - requires Louisiana Medicaid to reimburse providers for clinical diagnostic COVID-19 test.  Has been recommitted to Senate Finance. (Passed first Senate committee, recommitted to Senate Finance and did not get heard.)
